Cross-border Payments and Reporting (CBPR+) - Swift ISO 20022 Standards March 2023 - Update

Note: This announcement, originally published on 9 September 2022 and updated on 18 November 2022 and 25 February 2023, has been further updated to remind clients about the mandatory tags that must be present in MT messages for a standard processing, as only embedded MT are processed. Subsequently the equivalent fields should be present in an MX message for a proper translation by Swift.

Clearstream Banking1 informs clients that effective

immediately

it has implemented the mandatory Swift requirement to start receiving a selection of ISO 20022 cash messages.

On Thursday, 20 October 2022, the European Central Bank (ECB) announced its decision to delay the go live date for TARGET2 from Monday, 21 November 2022 to Monday, 20 March 2023.

This led to Swift reviewing its timing for the CBPR+ go live. On Thursday, 27 October, Swift announced the CBPR+ go live date would also move to March 2023 to align with TARGET2.

Following on from the above revisions, Clearstream Banking implemented the CBPR+ transition as of 20 March 2023.

Background

Swift will be fully ISO 20022 compliant by November 2025 for Cross-Border Payments and Reporting services. The ISO 20022 standard is the next generation of Swift instructions which will supersede the current MT standard on the journey towards a rich and structured language for payment data.

Impact on clients

Clearstream Banking is able to receive ISO 20022 format for current supported standard cash messages. The processing of such messages is using the Multi MX format with embedded MT.
