Cboe Clear Europe: Migration to CSD PoA of Cboe Clear Europe for settlements in CEU

Clearstream Europe1 informs clients that Cboe Clear Europe will transition all CEU clients to the CSD Power of Attorney (PoA) model, allowing CEU clients to fully benefit from the PoA functionality whereby Cboe Clear Europe as attorney will send the settlement instructions on the client’s behalf based on a CEU PoA given to Cboe Clear Europe. Cboe Clear Europe will send Already Matched settlement instructions.
This PoA should be implemented latest by 31 October 2026.
Cboe Clear Europe and Clearstream Europe will be offering the following four test windows to allow clients to test this new model. This testing is a requirement from Cboe Clear Europe. After successful testing in one of the testing windows, the PoA can be implemented in production.
The testing windows are the following:
- 18-29 May 2026
- 15-26 June 2026
- 13-24 July 2026
- 19-30 October 2026

Impact on clients
Clearing members have to choose one of the testing windows and fill in the testing form available in this link CBOE - Clearstream: POAs Initiative Testing.
This form should be submitted to Clearstream Europe at least five business days before the start of the testing window to ensure set-up is arranged. Clearing members also have to inform Cboe Clear Europe via email: cm.cboecleareu@cboe.com.
By requesting this testing, clients agree that a PoA is given to Cboe Clear Europe for test purposes in the testing environment on the account indicated on the form.
For production purposes, clearing members have to complete the enclosed PoA and data scope extension.
