Clearstream Banking1 would like to inform customers that effective
immediately
customers may only submit tax certification for their activated Clearstream Banking accounts.
Impact on customers
Tax certification submitted by customers, for the purpose of obtaining relief at source, quick or standard refund and for which the customer account is not yet activated in the Clearstream Banking systems (that is, accounts with reserved status), will be rejected as described below:
- Certification submitted for a single customer account:
Certification submitted by customers for a non-activated account will be rejected with immediate effect. - Certification submitted for multiple accounts, where one or more accounts stated on the certificate are not yet activated:
To allow customers sufficient time to adapt to the new requirements, Clearstream Banking will apply a grace period until 31 December 2018, during which Clearstream Banking will still accept the certification applicable for the activated accounts listed in the certificate and consequently only reject the certification for the non-activated accounts.
However, for such case, the rejection of the certification for the non-activated accounts will be communicated to customers via registered post, as Clearstream Banking systems do not allow other communication means (for example, SWIFT) for non-activated accounts.
Certification submitted after 1 January 2019 and completed with multiple account numbers, where one or more accounts are not yet activated, will be rejected in full.
