Securities Lending Services: Changes to SLBC, SFCR, MT54x and MT536 reports

As part of our continuous effort to provide market leading securities lending services, Clearstream Banking1 will enhance its existing Securities Lending reports in order to facilitate Securities Financing Transaction Regulation (SFTR) reporting obligations.

The following reports are impacted:

  • Securities Lending and Borrowing Commissions report (SLBC);
  • Securities Financing Collateral Report (SFCR);
  • MT54x Settlement Report;
  • MT536 Statement of Transactions.

Securities Lending and Borrowing Commissions report (SLBC)

PDF version

In the PDF version, a 52 character Unique Transaction Identifier (UTI) will be available next to Loan Reference.

XML version

In the XML version, a 52 character Unique Transaction Identifier (UTI) will be available in a tag called “UTI”.

Excel version

In the Excel version, a 52 character Unique Transaction Identifier (UTI) will be available in a column called “UTI”.

Securities Financing Collateral Report (SFCR)

XML version

In the XML version, a 52 character Unique Transaction Identifier (UTI) will be available in a tag called “UTI” in the principal details part of the report body.

Excel version

In the Excel version, a 52 character Unique Transaction Identifier (UTI) will be available in a column called “UTI” in the principal tab of the file.

MT54x Settlement Report

In the ISO SWIFT messages for securities lending and borrowing, three updates will be applied:

  • A 52 character Unique Transaction Identifier (UTI) will be available in field :20U::TRRF. The introduction of TRRF is part of Clearstream Banking November Release 2019 which can be found here.
    Note: If the UTI is unknown at the time of SWIFT message generation, then TRRF will be left empty.
  • In field :70E::SPRO, line [26-35], “START PRICE” in the start of loan transaction narrative will be changed to “START VALUE”.
    Current example (from a non-ASL loan):
    PRIN LG87850 START PRICE 2015007,
    40 EUR  START RATE   1,150000
    Future update example:
    PRIN LG87852 START VALUE 5125339,
    40 EUR  START RATE   1,150000
  • In field :70E::SPRO, line [26-35], the clean price currently provided for ASL loans in the narrative at the start of loan will be replaced by the loans initial value, expressed in USD.
    Current example (for an ASL loan):
    LOAN  LG87848  START PRICE     113,33
    Future update example combining both above mentioned changes:
    LOAN LG87849 START VALUE 3215000,40 USD

MT536 Statement of Transaction

MT536 messages will be updated automatically with the update of the MT54x Settlement report.

Customers who automatically upload these reports into their system should take appropriate action in order to process these changes.
