Clearstream Banking1 informs customers about the implementation of further Xact Web Portal functionality for stock exchange and Clearstream Banking S.A. (CBL) internal instructions, effective on

22 November 2021

Background

A new functionality to set multiple instructions on hold or release multiple instructions for settlement will be enabled via Xact Web Portal. The service will be available for all CBL internal instructions types:

  • Receive free instructions (4F/RECE FREE);
  • Deliver free instructions (5F/DELI FREE);
  • Receive against payment (41/RECE APMT);
  • Deliver against payment (51/DELI APMT).

In addition, a new selection criterion “Business Type” will be enabled allowing to differentiate between OTC and stock exchange instructions. This field will allow the alignment of the Xact Web Portal report scheduling functionality for stock exchange instructions with the related instructions selection criteria.

Furthermore, in the area “Other” using the “Input Media Channel” the value “SETI” will be introduced. This criterion will support the selection of non-cleared stock exchange instructions.

Enhanced service offering

New service Multi Hold and Release

Xact Web Portal users with appropriate privileges will be able to modify multiple pending instructions. These actions can be done on a maximum of 25 instructions. The request for the modification of instructions is restricted to the selection of instructions with the same status. Selecting a combination of instructions with different statuses (e.g. hold, release, settled, pending modification requests) is not possible.

  • Enhanced Release functionality:
    Allows the user to release multiple instructions with a status “PTYH – Party Hold” from the list view.

    However, unlike other pending internal instructions, in future a partial release request can only be done on a single instruction basis, and the security quantity must be input per individual instruction. Therefore, a partial release request cannot be executed on multiple instructions.
  • Enhanced Hold functionality:
    Allows the user to set multiple instructions “on hold” by selecting items with “Party Hold” indicator set to “false” from the list view.



    From the Security Instructions List view, customers will be able to select multiple instructions by clicking on the new action “Select from Page”.

     

    Two user actions are available:

    • “Request Modification – Party hold - No”: this action allows the user to release multiple instructions
    • “Request Modification – Party hold – Yes”: this action allows the user to hold multiple instructions

Additional query selection criteria

A new field "Business Type” will be available under Security Instructions/Query.

It sorts instructions in three categories which can be selected from a drop-down list:

  • All Instructions (Default Value) – Instructions on ICSD and CSD accounts are considered. This selection covers OTC and non-cleared stock exchange instruction provided via SETI2;
  • OTC Instructions Only – OTC instructions on ICSD accounts are selected.
  • Stock Exchange Instructions Only– Non-cleared stock exchange instruction provided via SETI2 on ICSD accounts are selected. Alternatively, these instructions can be selected using the dedicated input media channel SETI2 presented in the area “Other”:
