Israel: New requirement for Free of Payment instructions (DF/RF) – Update

Note: This Announcement, originally published on 30 June 2023, has been updated to include the amended effective date on which the field for FOP change of beneficial owner instructions will become mandatory. Changes have been highlighted.

Clearstream Banking1 informs clients that effective

3 July 2023

a specific format for free of payment instructions via Swift MT540 and MT542 will be required where there is a change of beneficial owner. This follows a change to the system of the Tel Aviv Stock Exchange Clearing House (TASECH).

Impact on clients

For Free of Payment instructions (FOP) where a change of beneficial ownership occurs (YBEN), either the deal price or trade amount must also be included in the settlement instruction. This information must be included in the FOP instruction in the following fields:

Clearstream Banking clients are informed that it is expected that the deal price or trade amount will become a mandatory matching field for FOP change of beneficial owner instructions from the beginning of September 2024. Thereafter, if this information is omitted, it may result in the rejection of the instruction.

The current requirements for FOP instructions without a change of the beneficial ownership remain unchanged, that is:

Phase 1 of the above-mentioned change has been effective since 3 July 2023, with a transition period until September 2024.

The Israel Market Link Guide – Settlement Services and Instruction Specifications was updated accordingly as of 3 July 2023.
