Additional data field “CBF-i Konto“ in the KUSTA Data Carrier “CBF customers”

Clearstream Banking AG, Frankfurt1 informs customers about the introduction of the additional data field “CBF-i Konto” in the KUSTA Data Carrier “CBF customers”. The extension will be implemented with the CBF Release in July 2022.

Background

Since the introduction of the project “Stock Exchange Transactions Go OTC (SET-GO)”, which aligns the settlement of non-CCP stock exchange trades with the settlement of OTC transactions, CASCADE accounts with an admission to trading need a defined Creation account (“CBF-i account”) which settles stock exchange (“SE”) trades in custody type NCSC. This account can be different to the account that has been assigned to the settlement of transactions in foreign currencies.

This customer announcement describes the introduction of the additional data field “CBF-i account” which CBF will introduce with the release in July 2022:

  • In the KUSTA Data Carrier “CBF Customers”;
  • In the Internet File; and
  • In the CASCADE Online Functionality (HOST / PC).

Extension of the data record with the field “CBF-i Konto”

The data field “CBF-i Konto” will be added in the KUSTA Data Carrier “CBF Customers” as well as in the customer account master file (“Internet File”) which customers can subscribe to in the CBF Fileservice. The field will be added with number 20 at the end of the file. It will show the alphanumeric five-digit Creation account used for the settlement of the customer’s stock exchange trades in NCSC securities. If required, the account holders presented new account data for the implementation of SET-GO Migration (Phase 1). At the same time, the related account master settling non-CCP SE trades was updated.

The table below describes the future layout and related structure of the KUSTA Data Carrier for CBF customers and the setup of the Internet File. Changes are highlighted.

The additional data field 20 “CBF-i Konto” that will be added in the KUSTA Data Carrier will show the alphanumeric five-digit CBF-i account be filled, if:

  • The CBF customer is admitted to trading on a German stock exchange
    (field 14 “Börsen-Teilnehmer” contains the value 2 (Stock Exchange member, being a PUEV participant) or 3 (Stock Exchange member, only)); and
  • The account master serves as head office.

The field will be empty, if:

  • The CBF customer is not admitted to trading on a German stock exchange
    (field 14 “Börsenteilnehmer” filled with value 1 (no Stock Exchange member); or
  • The account master is set up for a branch.

The file size of the KUSTA Data carrier “CBF Customers“ (350 digits)” will not change with the introduction of the new five-digits field. The space for further data (“filler“) will be reduced from 135 to 129 digits.

CASCADE Online functionality (HOST / PC)

The new layout of the screens in:

  • CASCADE HOST – BANK-INFORMATION
    (transaction “KVAV“, function code “IA“);
  • CASCADE-PC – bank info / bank search

is currently in preparation.

As soon as the new screens will be available, this customer announcement will be updated accordingly.

Implementation approach

In general, the publication of the account master data is based on the publication flag defined for the account master. Customers can choose between the following three options:

  • All data
    Display of all fields defined for the KUSTA Data Carrier “CBF Customers”;
  • Extended basic data
    Display of master account number, T2S Party BIC (BIC11), Legal Entity Identifier (LEI), the name supplied in the legal address of the customer, and the CBF-i account;
  • Basic data
    Display of master account number, T2S Party BIC (BIC11), Legal Entity Identifier (LEI), and the CBF-i account.

The field “CBF-i account”, published exclusively in relation to trading on the stock exchanges, is a substantial information for the automated settlement process. Against this background, the field has been added to the basic data. It will therefore be available in all three publication options.

The information regarding the “CBF-i Konto” will be visible:

  • From 4 July 2022 in CASCADE Online functionality (HOST / PC);
  • From 5 July 2022 in:
    • KUSTA Data Carrier “CBF Customers” available on the homepage; and
    • KUSTA file provided through the CBF file service to the customers, if subscribed.

Customer simulation

In order to allow customers a verification of the future format and structure, the following test files will be available on the website under Testing and Simulation on 7 June 2022:

  • KUSTA Data Carrier “CBF Customers” – Full Mode;
  • KUSTA Data Carrier “CBF Customers” – Delta Mode;
  • Internet File containing information for “CBF Customers”.

The test files will be protected by a password which interested customers can request by email via T2S-Support@clearstream.com.

Each test file will be created according to the requirements for dedicated test scenarios. Therefore, each file contains specific data. The files must be viewed independently, that is, the data is neither harmonised nor compatible.

The content of these files does not represent the data stored in the CBF Customer Simulation environment (IMS23). A modification of customer data in this environment would lead to inconsistencies and would have a negative impact on further customer test activities. Therefore, customers must not compare the data shown in IMS23 with the test data in the files.

Customer impact

The use of the data field “CBF-i account” is optional. As the file size of the KUSTA Data Carrier / the Internet File will remain as it is, customers who will not make use of this additional information, can continue to process the file in their systems without any software changes needed. Customers who automatically process the information can adapt their systems at any time from 5 July 2022 to import and process the CBF-i account.

However, customers with a subscription have to expect the first “Delta Report” of 5 July 2022 to be longer than usual because of the update to all accounts with the new data field. The delta report generated in the evening on 4 July 2022 will contain all records of the full report.

In order to retrieve the new field in CASCADE-PC, customers need to download and install the current version 10.2 which will be available from 10 June 2022.

If CBF customers intend to change the publication flag for their accounts, they are requested to send a MT599 to CBF’s SWIFT address DAKVDEFFXXX with the following text:

“attn. OSM
We (do not) agree to the extended / complete publication of the (basic) account master data for all our / the following accounts we hold with Clearstream Banking AG.”

The text can be adapted to the configuration the customer intends to order (cancellation of unnecessary parts, accounts concerned to be mentioned).
