Xact Web Portal: New General Meetings functionality

Further to Announcement C21031, Clearstream Banking1 informs customers about the ongoing activities regarding the rollout of new General Meetings (GM) messages. The implementation is scheduled to go live on

22 November 2021

Background

Clearstream Banking’s GM messages will be upgraded to ISO 20022. All GM messages will be exclusively based on ISO 20022 format, being the only endorsed ISO format that can report specific and detailed content in structured fields. Following this strategy, we kindly ask customers to consult the Clearstream SWIFT User Guide for General Meetings ISO 20022 attached below.

Impact on customers

In addition to the SWIFT messages being updated to ISO 20022, (see Announcement C21031), there are also changes to the setup in Xact Web Portal.New Meeting Event Sub domain in Xact Web Portal.

To support the new formats, Clearstream will implement a Meeting Event sub domain in Xact Web Portal allowing customers to retrieve meeting notifications (file download) and send instructions or registration requests (file upload).This new sub domain will be available to all customers with accounts in Clearstream Banking S.A. (CBL) or Clearstream Banking AG (CBF) that have access to Asset Services through the Xact Web Portal. Access to the new sub domain must be granted by an OU (Organisation Unit) Administrator to the users who will be responsible for the processing of meeting events. Users who already have access to Proxy Voting services will automatically have access to the new Meeting Event sub domain.

Queries and downloads

Users can “Search by Meeting Events” and download in XML (from the list view) the following message types, for all meeting types (BMET, CMET, GMET, XMET, SPCL and MIXD):

Instructions

Users can create Meeting instructions in XML using the CA Instruction File Upload functionality via the “Meeting Instructions (XML)” template (which can be downloaded directly from the CA Instruction File Upload screen) with predefined optional and mandatory input fields for the following instruction types:

Users who wish to use another channel instead of Xact Web Portal to receive their reports can also select File Transfer or SWIFT-FIN+ at the time of scheduling the report.

Also, users can set a filter when scheduling their General Meeting reports subscriptions. More details about this filter will follow in due of course.

Note: The Corporate Actions Reference Data Reporting and the Urgent Uninstructed Notifications will no longer include meeting events.
